성공적인 국방연구개발을 위해서는 능력 기반의 무기체계개발과 이를 구현할 수 있는 정확한 기술수요를 파악해야 하지만 예측 불확실성으로 인해 투자의 타당성을 판단하는 것은 쉽지 않다. 더욱이 고 사양,정확도 및 신뢰성을 요구하는 대형 무기체계는 개발에 요구되는 기술수준이 고도로 복잡해지며, 핵심기술이 무기체계에 적용될 수 있는 시기를 적절히 판단하지 못할 경우 미성숙된 기술채용으로 인한 설계변경으로 일정지연 및 비용상승의 원인이 된다. 따라서 무기체계개발 프로젝트를 성공적으로 수행하기 위해핵심기술수준을 측정할 수 있는 평가시스템의 개발이 중요하다. 하지만 현재의 방위사업관리 규정에서는세부 절차 및 방법이 정립되지 않은 상태에서 기술 성숙도를 단순히 진행단계에 따라 측정 및 평가하는 방식이므로 실효성에 의문이 제기된다. 본 연구는 사례 연구를 통해 제안 방식이 복잡한 시스템의 통합된 성숙도를 계산할 수 있음을 보였으며,전문가를 대상으로 실시한 타당성 분석 결과 시스템 레벨의 성숙도 평가 방식이 단일 기술의 영향 관계를분석하는 TRL 및 IRL 방식보다 평가의 적절성이 더욱 높은 것으로 나타났다. 본 연구의 결과는 최근에 활발히 논의되고 있는 TRL, SRL (System Readiness Level), MRL (Manufacturing Readiness Level), IRL(Integration Readiness Level) 등의 측정 기준들과 상호 결합하여 국내의 무기체계 개발과 운용을 위한리스크 관리 및 사업참여자들 간의 의사소통 및 의사결정 지원 도구로 활용될 것으로 기대한다.
The modern technologies are getting more converged and fused and, individual technology foreach part comprises a product that is interlinked, complicated and sophisticated. The authorspropose a model for Technological Readiness Assessment (TRA) of weapon system. This study modified 9-Stage Measurement of Technological Readiness Assessment, which wasdeveloped and was used in NASA and many other countries, and proposed an advanced STRA inan attempt to use it as a decision tool for weapon system development project. Reflecting theinter-connectivity between the readiness of each technology and its technological factors, thisstudy considered in the modified model the weight of mass production cost as means of theimportance of each technology. The results show that the system level technology readiness can be measured through a casestudy and the validity test indicates that the proposed model can provide more accurate resultsthan the current technology element level evaluation methods. The STRA model proposed in this study will measure technological readiness objectively in thedeveloping stage of the modern weapon system, which is connected to and put in gear withcomplicated technologies, and will provide information for the communication among interestgroups and the managing body of the project for next stage.
