A Disabled person Welfare policy is systematic at a national dimension, and began to be enforced systematically in South Korea. A mentally and physically disabled person welfare act at 1981. It is after being enacted. By the Disabled person Welfare Act it was reformed December, 1989. Disabled person Fundamental law secures disabled person's basis right and prescribe substance about attention. In case of this does not cover, strong execution organization's permanent establishment that can control investigation and enforcement and each relevant government ministry disabled person connection Guidelines should be made. Disabled person wants general life on united society. Disabled person requires hold of 'Own decisive power' for this. And require 'Participation' to get title to live suitable life in own desire and vision about oneself life. Such 'Own decisive power' and 'Participation' have required change of kept Disabled person Welfare policy's paradigm. Therefore, this study wishes to study on Disabled person Welfare Act's basis ideology and problem and improvement plan.
