본 연구는 빈곤완화와 사회양극화 현상의 해결책으로서 기능하는 저소득 고령자의 노후기초소득보장제도(국·내외)의 실태를 분석해 봄으로써 운영상의 문제점을 인식하고 그 개선책에 대해서 논하고 있다. 아울러 외국의 노후기초소득보장제도를 비교․분석함으로써 우리나라에 주는 시사점을 찾아 향후 제도의 발전방향을 논하고자(모색해보고자) 한다. 특히 본 연구에서는 최저생계유지비 이하의 국민연금수급자 등을 포함한 저소득고령자의 기초소득보장확보를 위해 복지선진국인 OECD 5개국(미국·영국·일본·스웨덴·캐나다)의 제도를 비교·검토해 보고자 한다. 이를 통해 저소득층 노후기초소득보장제도의 체계를 재구축할 수 있을 것이다. 궁극적으로 노후기초소득보장이 확보되어야만 헌법이 추구하는 ‘노령자로서의 존엄과 가치존중 및 행복추구’도 가능해질 것인데, 이는 현실적으로 개인의 문제이면서도 국제사회의 공통된 과제이기도 하다. 이에 비교적 관점에서 영국·일본의 저소득고령자의 노후소득보장을 위한 기초연금제도나 미국의 공공부조제도나 캐나다의 보충연금, 스웨덴의 최저보증연금 및 보충연금 등을 고찰해보고 여기에서 시사점을 찾아 우리나라와의 비교·검토 후에 우리제도에 적절히 수용여부를 검토해고자 한다. 그 대안책으로서 기초연금의 보충연금으로의 전환이나 조세방식의 기초연금제도, 그리고 기타 사회수당형 연금제도의 도입 등을 적극 검토해 볼 수 있겠다. 결론적으로 말해 ‘저소득고령자들의 노후기초소득보장’을 위한 국가·사회적 노력은 사회통합의 촉매제로서도 기능하기에 본 논의는 한층 더 의의가 있다 하겠다.
This research, can see analyze the situation of based on a low-income elderly retirement income security system (inside & outside of the country) to role as resolution a means of poverty mitigation and the social polarization phenomenon and I should talk about to recognize problems and to improve of operational. Also, This is will the foreign income of the retirement security system based on the comparison and Analytics in the country to find a lesson to the future development direction or the review of the new system. Especially In this research, including the lowest maintenance cost of living under the national pension recipients, and low-income elderly people be to secure basic income security and welfare, as an advanced nation OECD 5 countries (Japan, U.S., Canada, United Kingdom, Sweden) of the basic pension system and supplemental of the pension system(including social benefits) for public assistance system have seen a comparison & review. In this way founded on, The basic retirement income for low-income security system of the construction will be able to rebuild. Ultimately, ensure retirement income security should be based on the Constitution to seek 'age as on respect for the dignity and worth, pursuing and happy,' It was able, because in reality the problem of individual or the common challenges of the international community is yet. The comparatively from perspective, the foundation of the nation pension system for retirement income security of low-income elderly of Britain & Japan or the public assistance system of U.S. and the supplementary pension of Canada to seek, to find a lesson from this study, be to try comparisons & review. after, with the system properly, our country will want to accept. The basic old-age pension as an alternative policy to the conversion of the supplementary pension and basis of the pension system of tax a form and the others, introduction of the pension system of social benefits style can be reviewed. In conclusion, to say efforts of national and social for ‘income of the retirement based on security system of low-income senior citizens' is to functions as a catalyst of social integration for even more significant this will be discussed.
