The purpose of this thesis is to grope a solution to the problem of the Korean language education for migrants by the analysis of the operation and participation of migrants in Korean language education program, which is to realize the value of social integration. According to the analysis of government data, the ratio of participants of migrants to the Korean language education is not high. The rate of migrants who participate in Korea Immigration and Integration Program and Multicultural Family Support Centers showed low level of 0.43% and 20%, respectively. Of the overall low participation, the participation rate is deviated by nationality, a visa and region, and the vast majority of participants are marriage migrants. This paper, through the analysis of participation rates of migrants, points out that the policy of Korean language education for migrants does not induce the voluntary participation of migrants, and does not encompass the entire group of rapidly growing migrants. This phenomenon is the result of unilateral enforcement of central government ignoring the life-world, the realistic need, and the regional characteristic of migrants. As an alternative to these problems, the thesis suggests the transformation of perspective on the policy of Korean language education, strengthening of user-orientation, and boosting of the accessibility to the education for social integration.
