본 논문은 후기 산업사회에서의 새로운 사회운동의 성격과 그 사회구조적 기반 및 민주주의와의 연관성에 대해 다루고 있다. Touraine에 의하면 후기 산업사회는 ‘프로그램화된 사회’로 사회의 모든 영역이 대규모 기술 관료기구에 의해 지배된다. 그러므로 새로운 사회운동은 시민사회를 침해하는 기술 관료적 국가로부터 시민사회를 방어하고 창조적 주체를 만들어내는 새로운 유형의 저항이다. 그리고 그 핵심적 주장은 더 이상 사적 이익의 추구가 아니라, 특히 소비주의에 대항하여 주체의 자유, 정체성과 창의성의 보호이다. 또한 새로운 사회운동은 계급의 쇠퇴와 더불어 계급을 대체한 비 계급적 주체들의 운동으로, 역사의 방향보다는 자치, 권력의 장악보다는 내부 민주주의에 더 많은 관심을 기울인다. Melucci의 경우에도 새로운 사회운동은 후기 산업사회에서의 위기에 처한 정체성을 방어하고 보호하는 것을 목적으로 한다. 후기 산업사회에서는 ‘私的 영역과 公的 영역의 분리’가 더 이상 나타나지 않고, 탄생과 죽음, 병듦과 나이 듦과 같은 극히 사적 영역들도 모두 공적 갈등의 장으로 편입된다. 따라서 대중문화의 발전에 가장 직접적으로 영향 받은 사회적 범주와 집단들의 자기 정체성의 규명과 소유를 위한 집합적 저항이 새로운 사회운동이다. 특히 근래의 새로운 사회운동에서는 ‘육체의 중요성’ 과 ‘유토피아의 복귀’ 현상이 부각되어 나타나는데, 이는 ‘물상화된 에로스’와 다양한 유형의 공동체적 통합주의를 초래하고 자칫하면 강력한 자기준거의 폐쇄적 분파로 바뀔 위험성도 있다. 그러므로 ‘정체성 정치’는 상황에 따라 어떤 수준의 동의와 타협 및 변형의 준비와 아울러, 그들의 집합행위가 미치게 될 사회적 영향력을 고려하여 철저한 책임성이 요구된다. Touraine와 Melucci의 이론을 종합해 볼 때, 새로운 사회운동은 민주적 제도의 틀 안에서 창조적 주체의 명확한 체계비판 내지 거부와 확고한 자기주장이 서로 결합될 때 비로소 사회변화의 잠재력을 지닌다고 볼 수 있다. 그러므로 민주적 제도와 문화, 지배엘리트의 공적 책임능력, 그리고 민주적 사회운동은 서로 상호 보완관계에서 사회적 약자 및 소수집단들을 보호하여 대중선동의 민중주의를 견제해야 할 것이다. 그리고 이러한 정치적 재사회화의 주된 과제는 가족과 학교, 그리고 매스 미디어가 일차적으로 책임져야 할 것이다.

The aim of this thesis is to examine the character of new social movement, its social-structural basement and the relations to democracy. The thesis referred A. Touraine and A. Melucci regarding the character of new social movement.According to the theory of A. Touraine and A. Melucci, new social movement can finally accomplish potential power for social changes only when the creative groups’ concrete criticism about existing social system or refusal of it combines with definite democratic vision under the democratic institutions. So democratic institutions and culture, governing elite’s social responsibilities and democratic social movement must prevent popularism with keeping socially vulnerable groups and minorities, under complementary cooperation. Therefore, families, schools and mass media primarily share the obligation of political re-socialization for the creative and responsible subject to realize democratic civil society.
