현대 사회에 들어 이성의 공공적 사용에 대한 회의가 깊다. 이것은 시민적 공론장의 실제적 힘이 약화됨을 의미한다. 본 논문은 바로 이러한 시민적 공론장의 약화 원인을 J. S. 밀의『자유론』을 중심으로 고찰한다. 하버마스는 밀의 예견을 높이 사면서 여론이 형성되는 후기 현대의 공론장은 더 이상의 권력의 해체가 아닌, 권력의 분할에 기여해야 한다고 주장한다. 일차적으로 본 연구에서는 하버마스가 제시하는 공론장의 개념적 이해를 바탕으로 J. S. 밀의 자유주의를 분석한다. 그리고 J. S. 밀이 제시하는 갈등보다는 관용의 원칙에 기초하는 자유의 개념에 대한 이해와 더불어 그 실현에 있어 어떤 한계가 있는가를 논의한다. 그러한 논의는 J. S. 밀의 자유주의에 대한 논의가 ‘그 때까지 전제된 시민사회의 자기인식으로서의 사회과학과 그 기초인 역사철학에 대한 수정작업이었다’ 라는 측면에 초점을 맞추면서 전개된다.


It seems that the doubts about the public use of reason is getting deeper in a modern society. This means that the actual power of the Bourgeois Public Sphere becomes weaker. This essay will examine the cause of weakening the Bourgeois Public Sphere focusing on J. S. Mill's On Liberty. Speaking highly of Mill's foresight, Habermas insists that the late modern political public sphere should no longer serve the dissolution of power, rather it should contribute to the division of power. First of all, in this essay J. S. Mill's Liberalism will be analyzed based on the conceptual understanding of the Public Sphere which Habermas suggests. And it is going to be discussed on the understanding of the concept of freedom grounded on toleration rather than conflict which J. S. Mill suggests and what will be the limitation of its realization. And such a discussion will be developed focusing on the aspect that the discussion about J. S. Mill's Liberalism was the modification about the social science as the self-awareness of civil society and the philosophy of history as its ground presupposed until that time.
