동녕부라는 명칭은 일반적으로 고려가 원에 항복한 이후 서경을 중심으로 한 고려 북계 및 서해도의 일부 지역이 이탈하여 원에 투항한 것을 기화로 1270년 원이 이를 자국령으로 편입시켜 설치한 기구를 가리킨다. 그러나 이 지역이 고려에 반환된 이후에도 동녕부 및 동녕부가 승격된 동녕로가 요동 지역에서 상당 기간 존속하고 있었음을 나타내는 기록은 사료에 지속적으로 나타나고 있다. 본고에서는 1290년 고려에 영토가 반환된 이후, 요동 지역에 존재하던 동녕부가 어떤 양태로 존재하여 왔는가를 살핌으로써 13-14세기에 걸친 동녕부의 시계열적 변화와 그에 관련된 고려계 유이민들의 모습을 파악하고, 이를 고려말 원 간섭기 고려계 유이민들의 전체적인 실상을 좀 더 면밀히 그려내기 위한 단서로 삼고자 하였다. 고려 영역 내에 처음 설치되었던 동녕부는 곧 동녕로로 승격되었으며, 원에 물력을 제공하는 한편으로 원이 고려를 정치적으로 제어하는 지렛대로서의 역할을 하기도 했다. 약 20년만에 이 지역의 영토 자체는 고려의 영역으로 돌아왔으나, 이 지역에 속해 있던 고려 군민의 일부는 원의 영역으로 건너가 고려계 유이민이 되었다. 환부 이후 그 영역을 상실한 동녕로는 소속 민호 또한 주변의 고려계 군민 통제기구나 정비되어 가던 원제국의 행성체계 등에 흡수되면서 최종적으로는 그 체제가 실질 없이 형해화되는 데 이른다. 그러나 원은 그 관할 영역의 편제만은 형식상으로나마 계속 유지하고 있었는데, 이는 이를 유사시 고려를 제어하는 장치로 사용하려던 목적으로 풀이된다. 북원 초기의 혼란기에 기사인테무르는 요양성을 거점으로 동녕부라 이름하는 실질적 세력을 구축하였다. 이는 기존 원제국 행성체계 내의 동녕로와는 달리, 북원의 종적인 통제를 받지 않는 사실상의 반독립 세력이었다. 그는 기본적으로 친 북원 및 반 공민왕 성향을 띠고 있었으며, 고려에 대한 연고권을 주장할 수 있는 동녕부의 이름으로 주변의 고려계 유이민들을 자기 세력 내에 흡수하여 세력을 확장하는 한편으로, 이들을 이용하여 동녕부 세력 내에서의 주도적 우위를 확립해 나가고자 했던 것으로 보인다. 그러나 요동에서 친 북원 반 공민왕 입장의 인물이 세력을 확장하는 상황은, 거기에서 도출되는 정치 군사적 구도가 고려의 공민왕에게 왕권 수호와 관련된 강력한 위기의식을 불러일으킬 수밖에 없었기에, 이는 결국 고려의 동녕부정벌과 이로 인한 기사인테무르 동녕부 세력의 와해로 이어지게 된다. 이후 이 세력에 소속되어 있던 고려계 유이민들 중 적지 않은 수는 정벌을 전후한 고려의 조치들을 통해 고려로 흡수되었을 것으로 보이나, 일부는 요동 땅에 남아 조선 시대까지 이어지게 된다.

Dongnyeongbu(東寧府) generally means a province that founded by Yuan dynasty in northwest area of Goryeo’s territory. After surrender of Goryeo dynasty to Yuan dynasty, northwest area of Goryeo that around of Seokyung made a breakaway from Goryeo dynasty. It was a rebellion was made by rebels of Goryeo dynasty. these rebels depend on Yuan dynasty soon. In 1270, Yuan dynasty take this opportunity and incorporated rebels and their land that Goryeo’s territory originally. And Yuan named this area Dongnyeongbu. But after this area returned to Goreyo, Dongnyeongbu or Dongnyeongro(東寧路, name of province that Dongnyeongbu after upgraded) existed in Liaodong area long time. And some historical materials existed about this fact. This paper aims to study Dongnyeongbu that existed in Liaodong area after in 1290 returned Goryeo’s territory was captured by Yuan for study time sequential alteration in 13-14 century of Dongnyeongbu that existed in Liaodong and related wandering people of Goryeo. And through this study, aims to make historical clue to describe wandering people of Goryeo in the late period of Goryeo dynasty under Yuan’s interference. Dongnyeongbu that founded in Goryeo’s territory was upgraded to Dongnyeongro soon. This province supplied tribute to Yuan. Meanwhile, This province treated like Yuan’s lever to control Goryeo. This province’s area returned to Goryeo’s territory after about 20 years from captured. But some military men and people in this area, crossed into Yuan’s territory. After Dongnyeongro province’s area returned to Goryeo, Dongnyeongro has no area in province. And people of this province integrated into other organization or other province of Yuan. And finally, Dongnyeongro lost its substance. But Yuan maintained formal organization of Dongnyeongro province to use Dongnyeongro as Yuan’s lever to control Goryeo as occasion demands. In the confused age that called early period of North Yuan dynasty, Kisaintemur founded territory named Dongnyeongbu. It based on Liaoyang castle. It was different with old Dongnyeongro in Yuan. It was semi-independent territory. Fundamentally, he has a friendly attitude to North Yuan and has a hostile attitude to King Kongmin who the king of Goryeo. And he gathered wandering people of Goryeo in Liaodong area under flag of Dongnyeongbu to gather forces for him and establish his ruling power in Dongnyeongbu. But, person who has a friendly attitude to North Yuan and has a hostile attitude to King Kongmin, and who gathering forces in Liaodong, it caused awareness of crisis about sovereign power to King Kongmin. Finally, Goryeo dynasty carried out military expedition to Donyeoungbu. As a result, Kisaintemur’s territory was ruined by Goryeo’s force. After this, greater part of wandering people of Goryeo in Kisaintemur’s territory integrate into the reign of Goryeo dynasty. but another part of them was left in Liaodong until the period of Joseon dynasty.
