루브르 박물관은 “살아 있는 백과전서”를 꿈꿨던 절대왕정의 계몽주의 프로젝트에서 시작되었다. 부르봉 왕실이 소장한 예술품을 기반으로 루브르에 박물관 설립을 추진했던 절대왕정은 혁명의 발발로 그꿈을 이루지 못하고 혁명 정부에 그 과업을 넘길 수밖에 없었다. 혁명의 소용돌이 속에서 지지부진했던 박물관 설립 작업은 혁명 수호를위한 정치적 계몽의 필요성과 교회재산 국유화, 왕정 폐지, 망명자재산 몰수로 말미암아 “국민의 소유”가 된 많은 문화재를 보관해야할 현실적 필요성 때문에 급진전하게 되었다. 1793년 8월 10일 혁명축제와 함께 개관한 루브르는 혁명전쟁의 진전에 따라 ‘혁명의 상징’에서 ‘약탈 문화재 수장고’로 변모하게 된다. 1794년 국민공회는 은밀하게 점령지에서의 문화재 약탈을 승인했고, 뒤이은 총재정부는 정전협상이나 평화조약을 통해 문화재 양도를 강제함으로써 이러한 정책을 공식화하였다. 나폴레옹의 집권과 함께 루브르는 중앙 박물관으로서 지방 박물관을 거느린 박물관 네트워크의중심이 되었고 그의 기대에 부응하듯 “세상에서 가장 아름다운 박물관”, “모든 걸작들을 다 모아 놓은 단 하나의 박물관”으로 발전하는듯하였다. 그러나 나폴레옹의 몰락과 함께 약탈 문화재를 반환하고지금의 자리로 돌아왔다.
Louvre Museum first started as part of the enlightenment project of the absolute monarchy who dreamed of “a living encyclopedia.” The absolute monarchy, who had initially started the project based on the art collection of the Bourbon dynasty, was not able to bring to fruition due to the outbreak of the Revolution and had no other option than to pass it along in the hands of the Revolutionary government. While the construction had been delayed during the turmoil of the Revolution, it took off at a faster pace as the need for a venue to preserve the numerous cultural heritage now belong to the nation arose political enlightenment, the nationalization of the church possessions, the abolition of the monarchy, the acquisition of the emigrés’ properties. After it opened during the festivities of the 10th of August 1793, the Louvre shifts away from the Revolutionary significance it once bore to soon become the reserve of the plundered cultural assets. In 1794, the National Convention discretely agreed on the pillage of cultural properties, and the Directoire made it official by formally demanding in the peace treaties would be transferred back. With reign of Napoleon, the Louvre became central museum standing at the center of a broader regional network, and soon evolved, as he dearly wished, as the most beautiful museum in the world, who would bring together au masterpieces. With the fall of Bonaparte, it had to return the plundered assets to their owner and eventually settled at what is known today.
