兩亂 이후 지방군 체제는 진영체제로 개편되었다. 이 체제 속에서 지방군대는 감영군, 병영군, 진영군, 산성 및 기타 군 등으로 분류되었다. 충청도 역시 주진 아래 5진영이 편제되어 있었으며, 진영에는 54개의 屬邑이 배정되어 있었다. 이러한 충청도의 군사편제 및 방위체제는 충청도 내륙방어와 수도외곽의 방어처를 강화하기 위해 구축되어진 것이었다. 충청도 군사지휘본부였던 청주병영군은 본영 표하군과 상당산성군으로 크게 나뉘었다. 청주병영군의 여러 병종 가운데 신선군‧아병‧표하군이 정예 병력일 가능성이 높으나, 이들조차 시간이 흐를수록 收布軍으로 변질되었다. 병영 내 지휘체계와 급료의 有無를 기준으로 군사조직을 바라보았을 때 청주병영군에서 실제 군무에 종사하는 인원은 급료를 받는 상․하급 군관 550여 명밖에 되지 않았다. 조선후기 중앙에서 파악하고 있었던 청주병영의 공식재원은 大同儲置米(營需米)와 소속 읍에서 移屬된 재원들이었다. 이 재원들은 대부분 군사들의 급료로 지출하였다. 그러나 균역법 이후 良役減匹에 대한 給代가 제대로 이루어지지 않으면서 병영에서는 별도의 재원을 마련할 수밖에 없었다. 환곡의 耗穀 활용, 脫債者 및 昇降者에게서 경비 수취, 點考免除의 代價, 소속 읍에서 별도의 부세수취 등이 그것이다.
After the Japanese invasions of Korea and the second Manchu invasion of Korea, the local military system was reorganized into a Jinyeong system. In Chungcheong-do, the local army was organized into the five Jinyeong under the main military camp. These military organization and defense system in Chungcheong-do were established to enhance the inland security of Chungcheong-do and security of the outskirts of the capital. The Cheongju Byeongyeong army was roughly divided into the troops under the direct control of generals of the headquarters and troops belonging to Sangdnag Sanseong. Observing the military organizations based on the chain of command in the military barracks and the presence or absence of payment, only more than 500 superior officers received payment among 4,245 actual soldiers in military service. In the late Jeseon period, the official financial resources perceived by the central government were Daedong-mi, emergency rice, and financial resources transferred from provinces belonging to Cheongju. Most of these financial resources were spent on soldiers’ payment. However, because the payment for labor service and reduction of collection of linen and cotton as taxes had not been properly paid since Tax Equalization Law, it became necessary to secure other financial resources: utilization of loaned grain out of relief grain, exchange for the exemption of census, and taxation from provinces belonging to Cheongju.
