롤즈와 싱어는 해외 원조의 의무를 인정하지만 해외 원조의 목적이나 수준에 대해서는 서로 다른 입장을 취하고 있다. 롤즈는 해외 원조의 목적이 ‘고통 받는 사회’를 ‘질서정연한 사회’로 만드는 것이지, 모든 인류의 복지 수준을 향상시키는 것은 아니라고 본다. 롤즈의 입장은 해외 원조 문제에서 국가적 경계를 중시한다는 점에서 ‘국제주의’ 입장이라고 볼 수 있다. 이러한 롤즈의 입장은, 『정의론』에서 언급했던 사회적･경제적 권리를 보편적으로 확대하여 적용시키지 못하고 있고, 우연적 요소를 제거하기 위한 ‘무지의 베일’을 국제적 정의에서는 제대로 작동시키지 않고 있으며, 국제 사회를 구분하거나 ‘질서정연한 사회’를 규정할 때 경제적 측면보다는 정치적 측면에만 초점을 맞추고 있고, 기근의 문제를 주로 정치문화적 요인에서만 찾고 있으며, 자신이 내세운 ‘현실적 유토피아’를 구현하지 못하고 이상주의보다는 현실주의에 치우친 문제점을 갖고 있다. 싱어는 공리주의를 바탕으로 적극적인 해외 원조를 주장한다. 공리주의 입장을 철저하게 견지한다면 국내 부조와 해외 원조 사이에 중요한 경계나 차이를 설정할 수 없다는 것이다. 그는 롤즈의 입장을 국제주의 모델이라고 비판하면서 ‘세계시민주의’ 관점에서 지구적 차원의 분배를 주장한다. 이러한 싱어의 입장은 지나친 희생과 손실을 요구하는 너무 강한 도덕적 전제를 바탕으로 하고 있고, 따라서 우리의 일상적 수준의 도덕적 판단과 거리가 있으며, 여전히 중요한 의미를 지니고 있는 국가의 역할을 경시하고 있다는 점에서 이상주의에 치우친 문제점을 갖고 있다. 이처럼 현실과 이상 중에서 어느 것을 더 중시하느냐에 따라 해외 원조의 문제에 대한 서로의 입장 차이가 생긴 것이다. 비록 우리가 현실을 무시할 수는 없지만 윤리가 이성적 논변을 통해 정당성을 확보하려는 것이라면, 우리는 이상을 추구하면서 그러한 이상이 실현되기 위한 현실적 조건들을 개선하려고 시도해야 할 것이다.

Though J. Rawls and P. Singer recognize foreign aid to be a duty, they have different opinions about the goal and level of foreign aid. J. Rawls maintains that the goal of foreign aid is to change the burdened society to the well-ordered society, not to improve the level of all human beings. J. Rawls is from the viewpoint of internationalism. J. Rawls’s viewpoint has problems as follows. He did not extend universally the social and economical right. He did not work the veil of ignorance in the area of international justice. He focused political aspect rather than economical aspect in the prescribing of the concept of well-ordered society. He did not realize the idea of realistic utopia and inclined to realism rather than idealism. P. Singer advocates the duty of foreign aid positively from the viewpoint of utilitarianism. He maintains that we ought not distinguish domestic aid and foreign aid. He criticised J. Rawls’s viewpoint as a international model. He supports the global distributive justice from the viewpoint of cosmopolitanism. P. Singer’s viewpoint has problems as follows. His viewpoint is on the too strong moral presupposition. So that his viewpoint is far from the ordinary level of moral judgement. He inclined to idealism in that he neglected the role of nation which has the important value. Though we should not neglect the realistic aspects, we should pursuit idealistic moral principle and try to improve the realistic conditions to realize the idealistic moral principle.
