This paper aims to examine the earthen fortresses constructed for the first time in Yeongnam province. Early earthen fortresses are very important materials in that they have relation to the state formation and the control of the provinces in ancient Korea. However, they have been less concerned than tomb materials because they have not been excavated sufficiently. There are three different viewpoints to understand early earthen fortresses: These are thought to have been built ① before the formation of Silla state (in the late 3rd century), ② by the local powers in Silla's territory, or ③ by the central power of Silla. Wolseong in Gyeongju, Dalseong in Daegu, Imdangtoseong in Gyeongsan, and Sunjiritoseong in Yangsan have been excavated. They are estimated to have been constructed during the 4th century and after. Therefore, they couldn't be built before the formation of Silla state. It seems to be dry moats and wooden fences which were used in Samhan society before Silla. Yeongnam province was being divided by Nakdong river into Silla and Gaya during the 4th century. This paper explored the purpose of Silla's construction of fortresses. In Silla's area, the majority of the fortresses are located along the road from Gyeongju, the capital of Silla to Daegu, the gate to Nakdong river. Wolseong located in the center of Gyeongju was the major palace of the kingdom of Silla. It could be also a military base in case of invasion of enemies. There has been a lot of debate about the fortresses built in the territory of Silla. It has been maintained that Silla couldn't dispatch officials to the provinces and that local chiefs governed their districts in the 4th century. From this point of view, fortresses are assumed to be built by the local powers. However, it is unnatural that Silla permitted them military bases. These fortresses were constructed in the concern of the central power. These were functioned as military bases of the state and also as positions to control the local powers. Particularly, Imdangtoseong is estimated to have been built by the lord who was sent to the place by Silla although this form of control has not be suggested.
