This thesis has two purposes; One is to analyze the "National letter", so called "Kukmun"(國文) policy of the Korea daily news, the other is to examine the adapted novels in the <Korea daily news>. The adapted novels in 1900's, such as Kukchi-Jeon(국치전) and Maekugno(매국노) were neglected compared with historical novels such as Leesunsin-Jeon and Choidotong-Jeon. As a matter of fact, the adapted novels requires consideration from various angles in all their aspects. Kukchi-Jeon and Maegukno as adapted novels were associated with the policy of the newspaper, Korea daily news. Korea daily news insisted on independence of Chosun Empire continuously. It tried to call Chosun people as a member of a nation simultaneously. At that time "Kukmun" was used as an instrument. In the first "Kukmun" was only a means that taught to the lower classes and ignorant women. "Kukmun", that is, "Hangeul"(한글) was a letter for the lower classes and ignorant women. For that reason the ruling classes had ignored "Hangeul" as they had called it as "Eonmun" in Chosun Empire for several hundred years. As the needs of Chosun people's demands, however, the original function of "Kukmun" was made a change. The lower classes and ignorant women could read news, articles, novels and so on written by "Kukmun" in Korea daily news in 1900's. After all, it served as a stepping-stone for modern popular literature in 1900's, in other words, in the enlightening period. It was a official announcement in the public coming out from a beginning of "Kukmun". Therefore the desire of popular readers had come forward to Public place so called Agora and synchronized with popular adapted novels in the newspaper.
