“독립학원”은 1990년 대 말부터 중국 내륙지역에 나타난 민간 사립 고등교육기구의 한 형태로, 대학과 사회단체, 혹은 개인이 공동으로 설립한 교육기구이다. 현재 중국 내륙지역에는 이와 같은 독립학원이300여 개가 설립 운영되고 있다. 경제·문화·교육 부문의 국제화, 글로벌화에 따라 중국 내륙지역도 개혁개방 정책을 통해 교육시장을 한층 더 개방하여 글로벌 마켓에 한층 가까워지게 되었다. 이에 “독립학원”을 포함한 각 대학들이 다양한 국내외의 공동인재양성모델과 프로그램 전개를 통해 국제협력과 교류에 있어 뛰어난 성과를 이룩하였으며 중국 고등교육의 국제화 발전에도 큰 도움을 가져다 주었다. 그러나 이와 동시에 일련의 극복해야 할 문제에도 직면해 있다. 본 연구는 필자가 다년 간의 경험과 연구를 통해 국내외 공동 인재양성 프로그램에서 거둔 성과와 경험을 예로 하여, 여러가지 실제 사례와 수치 통계를 통해 중국 “독립학원”의 국내외 공동인재양성모델 시행의 시대적 배경과 정의 및 분석, 발전 현황과 분류, 실현 형태와 장단점 및 그 발전을 방해하는 요소 및 발전 전망 등을 총괄하였다. 이는 각 대학교 및 관련된 분야가 실현가능한 인재양성모델을 세우고 발전시켜 나가는데 긍정적인 의미가 있을 뿐만 아니라 또한 학생들에게 자신에 적합한 인재양성모델을 정확하게 이해하고 선택하는 데도 참고가 될 것으로 판단된다. 또한 외국 및 홍콩, 마카오, 대만 등 지역의 대학교와 기업들이 중국 내륙지역의 교육교류현황과 인재양성모델에 대해 더 깊이 이해함으로서 중국 내륙지역과의 교육 등 여러 방면의 교류가 더 활발히 진행될 수 있다고 판단된다.


Independent College, born in Mainland China at the very end of 1990s, is a newly-developing kind of civilian-run high education institute. It’s sponsored and administered cooperatively by the university and social organization or individual. Up to now there are totally over 300 independent colleges in Mainland China. With the globalization and internationalization of the economy, culture and education, the education market of Mainland China is opened up further and adjusts itself to the international market through “reform and opening up”. All the high education institutes including independent colleges indulge into all kinds of Mode for China and Foreign Countries to Train Talents Jointly (MCFCTTJ in short). Their international cooperation and exchanges flourish and blossom extensively with encouraging achievements, which promote the internationalization process of China’s high education; however, there are also oppositions left to overcome. This paper is based on the authors’ practice and research on MCFCTTJ. With specific cases and statistics it aims to summary and conclude the Background, understanding & analysis, present situation & classification, main types and their advantages & disadvantages, and oppositions & prospect of MCFCTTJ of high education institutes including independent colleges in Mainland China. All of this will be of active meaning and great value for the high education institutes and their colleges to initiate and develop the practical MCFCTTJ as well as the students to realize, indentify and reasonably choose the proper Program for China and Foreign Countries to Train Talents Jointly. Meanwhile it is supposed to be of help for the universities and enterprises of foreign countries and Hong Kong, Macau & Taiwan to deepen the understanding of Mainland China’s education exchanges and mode for training talents jointly, then to enhance the cooperation with China in the field of education and others.
