행궁동은 조선시대 정조의 신도시 건설과 화성축성으로 만들어진 도시이다. 근대화 과정에서 도시조직의 확장과 구도심의 대규모 인구이탈을 동반한 수원의 도시화 과정과 유네스코 세계문화유산 등재를 위한 문화재 복원과 관리에 집중된 도시계획이 행궁동 주민들에게 준 상처는 상당했다. 행궁동 사람들은 이런 도시계획이 해결해주지 못하는 지역의 현안 문제를 타파하는 운동으로 자신들의 상처, 갈등관계를 회복하고 거주환경을 개선하려 했고, 이는 마을만들기의 형태로 등장했다. 이러한 마을의 움직임은 지역공동체의 회복을 목표로 2011년 시작된 민·관 협력형 마을만들기인 수원마을르네상스를 만나 새로운 움직임을 형성하게 되었다. 이 글에서는 이러한 마을만들기가 지역공동체의 회복과 활성화에 어떤 역할을 할 수 있었는지, 지역공동체의 발달에 어떤 과제들을 가지고 있는지 행궁동을 중심으로 살펴보았다. 수원의 정책적 마을만들기 사업인 마을르네상스는 협력적인 거버넌스의 실천과 마을공동체의 회복을 위해 종합적인 지원체계를 마련하고 마을르네상스센터와 같은 중간지원조직을 만들어 공모사업, 교육 및 교류사업 등을 통해 지속적인 마을만들기의 동력을 지원하기도 하고, 새로운 움직임을 형성하기도 했다. 행궁동 내에는 ‘참여활성화 단계’, ‘공동체성 구비 단계’, ‘준주민자치적 단계’ 등 서로 다른 발달과정을 거치고 있는 마을공동체들이 존재했고, 이들은 각각 다양한 마을만들기 활동을 전개했다. 그 마을만들기 활동 안에서 ‘교육 및 인큐베이팅’, ‘마을조직 및 네트워크’, ‘마을 워크숍’, ‘마을홍보’, ‘마을 프로그램’과 ‘마을 매개공간 및 시설’ 등 공동체 발달에 영향을 미친 마을만들기 요소들을 추출할 수 있었고, 각 요소들이 마을공동체의 발달 단계마다 미친 영향과 과제들은 앞으로 마을만들기를 통해 지역공동체를 회복하고자 하는 다른 도시들이 참고해볼 필요가 있다.
Haenggung‑dong is well known for a construction new town and Hwaseong Fortress by King Jungjo. It is impacted for Haenggung‑dong citizen during the process of modernization that the expansion of the city organization, the urbanization of Suwon including to decline of population and the urban planning focused on management and restoring for listed UNESCO world heritage. Haenggung‑dong citizen have tried to improve living environment and rebuilding their community with movement including regional issues against urban planning, and it becomes Maeul‑mandeulgi. For rebuilding local community, the movement of village has met Suwon Maeul Renaissance that is organized public‑private partnership since 2011. It is the purpose for this study to rebuilding and restoring roles of Maeul‑mandeulgi also the improvements of community development in Haenggung‑dong. Suwon Maeul Renaissance, policy Maeul‑mandeulgi project, is that setting comprehensive supporting system for community rebuilding, practicing co‑operative governance, organizing intermediate supporting and leading new movement waves. There are different developed community on the each other step including activated participation, increased community characteristics and semi‑autonomous. It is necessary for the other city which is trying to rebuilding community from Maeul‑mandeulgi that the achievements and challenges influences community develop step.
