최근 고성과작업장(high performance workplaces)에 대한 기업의 관심이 높아지면서 생산성과 종업원의 몰입 및 만족을 동시에 높일 수 있는 작업장 혁신활동에 대한 기업의 투자가 높아지고 있다. 특히, 종업원 대표체인 노동조합의 작업장 혁신활동 참여가 증가하는 추세를 보임에 따라 노동조합의 참여 정도가 작업장 혁신에 미치는 영향에 대한 논의가 활발해지고 있다. 이 연구는 노동조합의 작업장 혁신활동 참여가 기업의 업무개선 제안활동에 미치는 영향을 분석하는 데 주된 목적이 있다. 한국노동연구원이 조사한 2007년 사업체패널 자료를 활용하여 분석한 결과 노동조합이 작업장 시스템을 개선하는 과정에 참여하는 정도가 높아질수록 업무개선 제안활동은 활성화되는 경향을 보이는 것으로 나타났다. 그러나 인사관리 개선 과정에의 노동조합의 참여 수준이 높아질 경우 오히려 제안활동은 축소되는 상반된 결과를 나타내기도 한다. 또한 작업현장의 자율권과 작업장 혁신프로그램은 노동조합의 혁신활동과 학습 성과의 관계에 조절 효과를 나타내므로 작업현장 구조와 상황을 고려하여 작업장 혁신활동을 실행하여야 한다. 작업장 혁신프로그램의 성과를 높이기 위해서는 경영진이 협상과 조정을 통하여 노동조합의 활동이 작업 흐름과 생산시스템을 개선하는 데 기여할 수 있는 작업장 여건을 조성하는 노력을 기울여 나갈 필요가 있다.
Recently, companies has invested into workplace innovations in order both to improve productivity and to enhance workers commitment. As labor union's participation becomes important to the success of workplace innovations, much attention has been paid to how activities and roles of labor unions make contribution to the outcomes of workplace innovations. This study is aimed at exploring the impacts of labor union's innovating activities on employee suggestion outcomes. It uses the Workplace Panel Survey(WPS)2007 to make comprehensive assessment of the workplace innovation programs. The empirical evidence showes that labor union's participation in the process of workplace system innovation improves employee suggestion activities. In contrast, labor union's participation to the issuses regarding human resources(HR) systems produces negative effects on employee suggestion programs. Moreover, job autonomy and workplace innovation programs moderate the impacts of labor union's innovation activities on employee suggestion activities. Thus, the companies need to consider their workplace structures and systems to successfully carry out workplace innovation programs. To enhance the workplace innovation outcomes, this paper calls for the management to foster an sophisticated work system where labor union's innovating activities not only facilitate work flows but also enhance the efficiencies of production systems.
