비정부단체의 다양한 활동으로 정치개혁에 적지 않은 성과를 거두고 있다. 2004년 4월 15일 제17대 국회의원 선거를 앞두고 최소한 정치개혁과 관련된 제도들이 획기적으로 개선된 점은 커다란 성과라고 할 수 있다. 현재로서는 개선된 제도들이 정치권의 물갈이에 어떠한 영향을 미칠지에 대해서는 속단하기 어렵지만 정치자금의 투명성, 돈이 적게 드는 선거와 정치, 정치신인의 등장에 긍정적으로 기여할 것이라는 예상이 우세하다. 비정부단체가 거둔 정치제도 개혁의 성과에도 불구하고 향후 비정부단체의 정치개혁과 관련된 역할은 더욱 중요시되어야 한다. 무능하고 부패한 정치인의 척결이라는 과제가 남아 있기 때문이다. 시민사회의 다원화와 더불어 비정부단체의 운동도 매우 다양할 것으로 예상된다. 비정부단체의 이념에 따라 다양한 정치 개혁 활동은 권장되어야 하되 정치적 중립성이 훼손되거나 탈법적인 운동의 방식에는 신중하게 접근할 것이 요구된다. 사회의 분화에 따라 비정부단체들의 활동 폭도 다양해지고 있으나 부패정치인의 척결이라는 측면에서는 비정부단체들이 탈이념적으로 대처하여야 할 것이다.
NGOs' various activities in the past 10 years have produced considerable results. One of them is the drastic amendment of laws related to public elections in front of the Congress election which is supposed to be held on 15 April 2004. At this point it is uncertain how new laws are supposed to have influence over the outcome of the Congress election on 15 April 2004. Nonetheless, it is estimated that new laws is supposed to make some, even slight, contribution to transparency of election money, economic election and change of members of the Congress. The role of NGOs' activities ought to be emphasized in the future for the purpose of purging corrupt and uncapable members of the Congress. Towards this end, various NGOs' are strongly suggested to work together across their ideological stances.
