반부패와 민주화의 연관성을 규명한다는 것은 어려운 일이나 가장 일반적으로 지지되고 있는 주장은 “민주화는 부패를 감소시킨다.”는 입장이다. 세계화가 경제적 생활양식으로서 자본주의와 정치적 생활양식으로서 민주주의 확산을 가져왔다고 할 수 있다. 즉 예외가 있을지라도 세계화는 전세계적인 민주화의 물결을 초래해왔고, 그러한 민주화는 정치과정의 투명성과 시민사회의 역량을 제고하여 결과적으로 반부패의 흐름을 가져왔다는 것이다. 본 연구에서는 이러한 상호의존적 맥락에서의 해석이 적절한지를 살펴보고 있다. 그 연구결과에 의하면 민주화를 통한 시민사회의 성숙과 정치엘리트의 투명성 제고가 반부패의 요건인 것이다. 따라서 개도국들의 실질적 민주화와 이에 따른 부패척결을 위한 국제사회의 관심 및 이들 국가의 노력이 요구된다고 할 수 있다. 만성적인 부패 문제를 해결해야만 개도국들의 민주주의는 공고화될 수 있다고 말할 수 있으며, 역으로 정치적 민주화가 이들의 부패척결을 가능하게 하는 것이다.
An Examination on International Anti-Corruption:Focusing on Its Correlations with Globalization and Democratization This study examines the associations among globalization, democratization, and anti-corruption in the world. It supports the argument that democratization brings about anti-corruption under the flows of globalization. Developing countries are facing serious corruption problems which prevent politico-economic development and social consensus in the long run. Their success and failure of fighting against corruption will hinge on economic development and political democratization. Specially, transparent society based on political democratization will eliminate corruption problems in the future of world.
