고등학교 교실 현장에서는 이익집단과 시민단체의 개념 뿐만 아니라, 이익집단과 시민단체간의 ‘개념 관계’에 대하여 교사와 학생들 모두 혼란스러워 하고 어려워하고 있다. 이러한 문제의식에 입각하여, 현행 제7차 교육과정에서 출판되어 있는 고등학교 『정치』교과서 4종(대한교과서, 법문사, 지학사, 천재교육)을 1) 이익집단의 개념, 2) 시민단체의 개념, 그리고 3) 이익집단과 시민단체간의 ‘개념 관계’의 측면에서 각각 비판적으로 분석해 본 다음, 이를 바탕으로 이 각각의 측면에서 어떠한 학습내용을 심화 학습 지도해야 할 것인지 그 바람직한 방안을 제시해 보고자 하였다.
First, we need define civic associations as both non-governmental organizations (NGOs) and non-profit organizations (NPOs) in a narrow sense that are characteristic of non-governmental, non-profitable, public interest-oriented, formal, autonomous, voluntary, non-religious, and non-partisan. Second, there exist two positions in explaining the relationship between definitions of interest groups and civic associations. One is the way to include civic associations in the category of interest groups, and the other is the way to divide both of them into separate organizations. We should not only emphasize the difference between the two groups but present both of them to learners, so that they can synthetically establish a balanced understanding about the two kinds of organizations.
