최근 중동지역으로부터 난민이 유럽으로 대량 유입되면서 난민문제는 유럽연합의 최대 난제가 되고 있다. 난민문제의 심각성은 난민 배출국의 지속적인 내전상황 등으로 난민들의 EU 유입이 계속되고 있으며, EU는 이에 대한 체계적인 대응전략의 부재와 개별 회원국들 간의 결속 부재를 드러내고 있기 때문이다. 난민문제에 대해 적극적인 해결을 위해서는 공동의 노력이 필요하며, 이를 위한 몇 가지 공동대응 방향을 제시하면 다음과 같다. 첫째, EU 차원에서 난민문제를 해결하기 위한 포괄적이고 장기적인 전략이 필요하다. 둘째, EU 회원국들 간의 난민문제 해결을 위한 공동의 표준 망명절차를 마련하고, 각국의 사정에 따라 적절한 재정적 지원을 분담해야 한다. 셋째, 국제차원에서 중동, 아프리카 등 지역에서의 분쟁과 내전을 종식시키기 위한 국제협력을 강화해야 할 것이다. 유럽이 직면한 난민문제는 지역적 차원의 문제에서 벗어나, 글로벌 차원에서 대응해야 하는 시점이다. 난민에 대한 인도적 지원을 넘어서 난민문제에 대한 근원적 해결을 위해서는 분쟁관리를 위한 시스템을 국제사회는 더욱 강화해야 할 필요성이 증대되고 있다.
As a great number of refugees from the Middle East have flooded into Europe, the refugee problem have developed into the hardest conundrum for the European Union. The gravity of the refugee crisis lies in two factors. First, because of a civil war situation in the refugees' home countries, they continue to come to Europe. Second, EU has no systematic policies on the mater and individual member countries lack unity with each other. In order to solve the refugee problem, unified efforts are needed and joint measures to cope with are as follows. First of all, a comprehensive and long-term policy is necessary to solve the refugee problem at EU level. Then, EU member countries should prepare for a common standard procedure to confront the refugee problem and share the financial burden properly in accordance with each country's condition. Finally, an international cooperation should be consolidated to bring conflicts and civil wars to an end in such regions as the Middle East and Africa. Now is time to cope with the refugee problem Europe faces not at a regional level but in an international dimension. Not only for humanitarian support to refugees but for a fundamental solution to the problem, the international society should strengthen its conflict control system more than ever.
