이 글은, 한편으로는 독재 정권 하에서의 국가권력의 남용에 따른 인권유린 등의 폐해로 인해 국가에 대한 부정적 인식과 근본적 거부 의식이 점점 더 확산되어 가고 있으며, 다른 한편으로는 신자유주의 논리의 전일적 지배에 따라 시장 및 사적 영역에 대한 국가의 개입을 반민주적 행태로 인식하는 경향의 고조로 인해 반국가적 관념이 빠르게 퍼져 나가고 있는 현실을 고려하면서, 국가주의 및 국가폭력, 부당한 국가 개입 및 조정에 대한 철저한 비판은 필수적이지만 현재의 한국적 현실에서 국가 및 국가권력의 긍정적 역할과 소임 또한 함부로 무시되거나 경시되어서는 곤란하다는 점을, 설득력 있게 드러내 보여주려는 데 일차적 목적이 있다.이러한 의도에서 비롯된 본 작업은 따라서 국가는 개인의 이익 추구에 걸림돌이자 결정적인 저해 요인이며 그런 한에서 개인의 이익과 국가의 이익은 상호 대립되어 있다고 바라보는 ‘현상적인’ 시각은 극단으로 치우친 편향적인 것임을 지적해 봄과 함께, 개인의 이익과 국가의 이익은 대립하고 있으면서 동시에 근원적으로 합치하고 있는, 요컨대 ‘대립물의 통일’을 이루고 있으며 그런 한에서 개인의 발전은 국가의 발전과 궁극적으로 합치하는 것임을 보다 적극적으로 개진해 보고자 한다. 그렇게 함으로써, 국가에 대한 일방적인 ‘부정적거부적’ 관점은 국가가 지닌 다양한 측면들 가운데 한 면만을 과도하게 강조함으로써 결과한 것이며, 그런 이유에서 국가의 부정적 측면 뿐 아니라 긍정적 차원 또한 적확히 포착하여 파악하는 것이 국가 및 국가권력을 보다 공정하게 균형적으로 인식하는 것임을 제언해 보고자 한다.
Currently in the Korean society, on the one hand the negative recognition and the refusal consciousness of state are permeating increasingly through the whole society, due to the abuses of the statism under the military dictatorial government, and on the other hand the anti-state idea is spreading rapidly, due to the culmination of trend that the intervention of state into the market and private spheres is regarded as anti-democratic operation of state as a result of the control of the logic of neoliberalism over all the spheres of life. Considering such a circumstances, this article is intended to reveal the fact that though the radical critique on the statism, the violence of state and the unjust intervention of state is indispensable, nevertheless is it very difficult to disregard and neglect the positive role and function of state and state power.
