농업과 식품의 세계화로 농식품의 위험 역시 세계화되는 양상을 보여준다 현대의 산업적 세계적 농식품체계하에서 농업과 식품의 물리적 공간적 거리의 확대로 식품의 위험관리는 더욱 어려워지고 있다. 유전공학은 농업이 가진 자연적 생물학적 한계를 극복함으로써 자본의 농업지배를 확대할 수 있는 중요한 수단이 되고 있어 농식품 기업들의 집중이 빠르게 진행되고 있으며 종자에서 식탁까지 식품생산과 소비의 전과정을 수직적으로 통합하는 계기가 되고 있다. 전세계적 규모에서 진행되는 초국적 농식품기업들의 식품지배는 농식품의 안전성에 대한 심각한 위협이 되고 있다 시민사회단체나 소비자단체의 유전자조작 기술의 불안전성과 그것이 미치는 영향의 예측불가능성에 대한 우려가 제기되는 가운데 유전공학을 실행하는 과학계 산업계 규제당국에서는 실질적 동등성 의 관점에서 기술 그 자체의 문제점에 대해서는 안전성 여부를 고려하지 않으며 표시제에 대해서도 수용하지 않고 있다 유전자조작 식품의 위험평가는 기업이 제출하는 영업자료에 근거하고 있으며 기업은 위험평가에 필요한 연구결과를 누락하거나 은폐하는 사태도 나타나고 있다 식품위험을 규제하는 기관과 기업 간의 회전문식 인사교류도 식품안전을 위협하는 요인이 되고 있다. 과학기술의 한계와 자연에 대한 과학기술의 통제의 한계 등으로 인해 식품안전이 위협받고 있는 가운데 새로운 위해요인인 유전자조작 기술이 미칠 잠재적 위험을 최소화하고 소비자에 대한 정확한 정보를 제공하기 위해 사전예방의 원칙에 입각한 표시제의 도입이 요구된다.
