이 논문의 연구목적은 허베이 스피리트호 기름유출사고로 인해 발생한 어촌마을 주민갈등의 방어력 변수로서 사회자본의 역할을 밝혀내는 것이다. 이를 위해 태안군 관내에위치한 3개의 어촌마을을 비교 연구하였다. 연구결과 사회자본의 축적수준이 높은 도산도와 하전2리 마을이 사회자본의 축적수준이 낮은 월산1리에 비해 갈등의 강도도 약하고회복의 속도 또한 빨랐다. 특히 사회자본은 사고초기 주민갈등의 도화선이 되었던 1차 생계안정자금의 분배과정에 영향을 미쳐 갈등을 축소시켰다. 도산도와 하전2리의 높은 사회자본은 주민들 사이의 이기적 행동을 억제시켜 생계비 분배가 원만하게 이루어질 수 있도록 유도하고 촉진시켰다. 반면에 사회자본의 축적수준이 낮은 월산1리의 경우 주민들사이에 격렬한 갈등이 발생하였으며, 1년 후에는 선주들이 새로운 조직을 결성하면서 갈등이 고착화되는 경향을 보였다. 하지만 사회자본이 주민갈등을 완화시키는 효과만을 불러온 것은 아니다. 오히려 하전2리에서는 주민들이 삼성중공업과의 자매결연을 결정하는데 있어, 높은 사회자본이 주민들 사이의 자율적 논의를 차단하고 마을공동체의 결정을강요함으로써 갈등을 발생시킨 측면이 있다. 그럼에도 불구하고 사회자본을 높게 축적한마을이 주민갈등을 효과적으로 조정하고 있었다.
The key purpose of this study is to identify the role of social capital as a defensive power variable for conflicts with fishing village residents, which arose from the oil leakage incident of the HEBEI Spirit Vessel. With this aim,the study conducted comparative research into three fishing villages within the jurisdiction of Taean-gun. As a result, Dosan-do and Hajeon 2-ri village,of which the level of the accumulation of social capital was high, showed a lower intensity of conflicts and a faster recovery as compared to Wolsan 1-ri,of which the level of the accumulation of social capital was low. Specifically, social capital affected the distribution process of the first funds for a stable livelihood, which ignited conflicts among residents during the earlier period of the incident; thus, reducing those conflicts. The high social capital of Dosan-do and Hajeon 2-ri suppressed selfish behavior among residents, and attracted and promoted the smooth distribution of living costs. Meanwhile, there appeared to be severe conflicts among residents in Wolsan 1-ri where the level of the accumulation of social capital was low. In one year,such conflicts became set in as shippers formed a new organization. However, social capital did not merely mitigate conflicts among residents. Rather, in Hajeon 2-ri, the high social capital of the village was partly accountable for those conflicts by cutting off voluntary discussions among residents and forcing them to make a decision regarding the village community when residents had to determine a sisterhood relationship with Samsung Heavy Industries. In spite of such an aspect, the villages where social capital was greatly accumulated were controlling conflicts among residents effectively.
