Considering several problems of our election, it is necessary for us to approach the reform of electoral institution from the structural view point. Now that many problems such as political regionalism or separation of party and people are reproduced by elections, it is difficult to discuss the electoral reform simply from the point of electoral institution as such. One of the tasks of the reform of electoral institution is to change the existing too much exclusive electoral institution into the system of free election which secures wide participation. Second task is to solve the problem of representativeness by permission of the party-list proportional representative system. Third task is to wipe out the unnecessary dispute and to guarantee the vote equivalence by institutionalizing the constituency settlement system. Among these and other tasks, the most important one is to expand the participation of civil society and to assure the electoral equity and rationality by abolishing the regulation articles which cut off the participation of voters as citizens, teachers, governmental officials, and so on and by correcting the discriminative articles among the candidates.
