북한 노동자들이 러시아 극동지역인 연해州와 아무르州 그리고 하바로프스크州에 등지에 진출하여, 동일 지역에서 실시되는 임업ㆍ어업ㆍ농업ㆍ수산업ㆍ광산업ㆍ건설업 등에서 적극적으로 활동하고 있다. 북한 노동자들은 상기 직종에의 노동을 기피하는 현지인을 대신하여 개발 사업에 참여하고 있다. 북한 노동자은 러시아 극동지역의 개발에 긍정적인 역할을 담당하고 있다. 북한 노동자들은 중국인 노동자들이 진출하면서 나타나는 극동지역의 ‘중국화’를 막아 주는 역할을 담당하고 있다. 그리고 러시아와 북한의 경제협력에 긍정적인 역할을 담당하면서, 경제난에 허덕이고 있는 북한의 외화벌이 역할을 담당하고 있다. 한국 정부는 현지에서 일자리가 축소되고 있는 북한 노동자들에게 일자리를 제공해 줄 수 있는 협력 사업을 개발해야 한다. 그리고 중국인 노동자들로 인해 한반도 북부지역이 봉쇄되는 형국을 차단하기 위해서, 러시아 극동지역에 많은 관심을 가져야 할 것이다.

The North Korean labors have worked on positive lines for forestry, fishery, agriculture, marine product industries, mining industry, constructional industry and so on which are carried out at the same region to advance into the Maritime province of Siberia, Amur, Khabarovsk and the other districts where located in the Far Eastern Region, Russia. The population who live in the Far Eastern Region, Russia has reduced, and the North Korean labors have participated in the development works for the natives which have avoided the above kind of occupation.
