우리나라의 지방자치단체는 지난 2001년 1월에 제정된 『정부업무 등의 평가에 관한 기본법』을 근거로 『주요업무 자체평가 규칙』을 자체적으로 제정하고 시행해오면서 집행업무를 대상으로 한 평가에 대해 많은 변화를 시도해왔다.그러나 이후 4년여에 걸쳐 실시되어진 지방자치단체 자체평가 운영 과정은 본래의 수행목적을 달성하기 위해서는 많은 과제들을 보완하고 해야 할 것으로 탐색적 조사결과에 의해서 파악되었다.이에 본 연구에서는 지방자치단체들이 현재 운영하고 있는 자체평가의 내실화를 꾀하기 위해서 현황 분석을 통해 먼저 자체평가의 목적 달성을 저해하는 한계점이 무엇인지를 파악한 후, 이러한 문제점들을 보완하고 해결할 수 있는 정책적인 방안을 모색하고자 하였다.분석을 위해서 먼저 기존의 선행연구에 의존하여 자체평가의 기본여건, 수행과정, 자체평가 결과의 활용 등을 분석의 기준으로 선정하였으며, 이들을 중심으로 하여 문제점을 파악하고 그와 관련된 해결대안들을 모색하였다.
Local korean governments have tried to make lots of change in process of evaluation on the basis of "the Fundermental Law of Evaluation on Government Affairs" since 2001. However, pilot study makes it clear that there are many problems never to be tolerable for getting the aims of self-evaluation set by local governments in JeonBuk province. The purpose of this thesis is detecting in the concrete the problems impeding more efficient operation of self-evaluation and looking for some plausible alternatives that would be able to solve such problems. With the help of preceding studies, basic related circumstances, operational processes, utilization of self-evaluation are choosen as the evaluative criteria for this study.
