북한의 핵개발이 국제사회의 이슈로 등장한 것은 1993년과 2003년이다. 1993년 북핵문제는 북한과 미국간의 북미 회담으로 합의를 보았다. 그러나 2003년도의 북핵문제는 3자회담, 6자회담과 같은 다자회담의 성격으로 해결해 나가고 있다. 최근의 북핵문제 해결에는 중국이 중재적 역할을 하고 있다는 점이 특징이다. 북핵개발에 가장 큰 우려를 하고 있는 국가는 중국이다. 중국은 북한의 핵개발이 동북아 안보정세를 악화시킬 수 있고 동북아지역 국가들의 핵확산에 영향을 줄 것을 우려하고 있다. 중국의 국가목표는 경제발전을 통해 국력을 증대시키는 데 있다. 이러한 국가목표 하에 한반도 정책의 방향을 설정하고 있다. 즉 한반도의 안정과 평화, 남북한에 대한 균형자적 역할, 한반도에서의 중국의 역할 증대 등이 중국의 대한반도정책 방향이다. 중국과 북한과의 관계는 과거와 같이 이념에 의한 혈맹적 동맹관계에서 벗어나고 있다. 양 국 관계는 전략적 관계, 실용적 관계를 지향하고 있다. 이러한 중국의 국가목표, 한반도정책, 북중관계의 성격은 중국의 북핵정책을 이해하게 하는 중요한 요인들이다. 중국은 북핵문제 해결에 적극적으로 참여해서 북한의 핵개발을 억제시키고, 이를 통해 주변 지역의 안정을 도모하고자 한다. 더 나아가 미국과의 관계를 개선시키고 한반도와 동아시아지역에서 중국의 영향력을 제고시키고자 한다. 따라서 중국은 6자회담과 같은 다자회담에 중재적 역할을 통해 더욱 적극적으로 참여하고 있다.
