민주주의는 합리적인 제도의 발달과 그것을 운영할 수 있는 시민의 높은 의식수준을 토대로 발전한다. 우리는 서구 사회가 200년에 걸쳐 이룩한 민주주의 제도들을 지난 60년의 민주화 과정을 통해 급속도로 정착시켰다. 그러나 시민의 의식수준은 제도의 발전 속도에 비해 아직 미흡한 수준이다. 시민의 의식과 태도는 오랜 기간의 참여 경험을 통해 점진적으로 함양된다. 따라서 다음 세대인 청소년들에 대한 민주주의 교육은 매우 중요한 과제라 할 수 있다. 본 연구에서는 대한민국청소년의회 의원들이 의정활동 경험을 통해 민주적 태도에 어떤 변화가 있었는지를 경험적 자료를 통해 살펴보았다. 그 결과 내적정치효능감과 관용의식, 참여의식이 높아지는 것으로 나타났다. 이러한 결과는 청소년들의 민주적 태도 함양을 위해 어떤 유형의 경험을 제공해야 하는지에 대한 시사점을 제공한다. 청소년의 민주적 태도 함양을 위해서는 실질적인 참여의 경험을 제공해야 한다. 즉, 의제의 선정과 의사결정을 스스로 할 수 있도록 해야 하고, 다양한 의견갈등 상황을 자주 접하게 함으로써 실제 민주적 절차를 활용할 수 있도록 해야 한다. 이러한 과정에서 청소년들은 공적인 문제에 참여할 수 있다는 자신감을 획득하고, 나와 다른 의견을 존중하는 관용성을 증진시킬 수 있다.

Rational institutions and matured citizenship are critical factors in developing democracy. Our society catch-up the stage of democratic institutionalization after 1950's which takes two centuries in western societies. But the democratic citizenship is belated than formal institutionalization. Citizen's consciousness and attitudes are cultivated gradually through participations. It is why we emphasize the importance of youth participation. This study focuses on the Youth Assembly of Republic of Korea(YARK). To research the relation between YARK participation and democratic attitudes, this study surveyed 41 members of YARK and interviewed 9 former members. The Analysis shows that internal political efficacy, tolerance and a sense of participation are increased. The results of the study suggest us more effective way of youth participation. Youth participation should be more authentic. It means that youth takes more self-regulation on decision-making and experience more political complicated situation. Through the experiences, youth learn democratic processes and tolerate others.
