본 논문은 한국의 자원외교 및 에너지안보에 대한 미래 정책 제안서이다. 기존의 에너지안보 정책에 대한 흐름을 국제정치학적 개념으로 파악해 보고 이에 대한 다양한 논쟁을 담고 있다. 특히 에너지안보에 대한 다양한 국제정치학적 관점을 제시하고 에너지협력을 위한 학술적 미래 방향성을 제시하고 있다. 그러나 본 논문이 강조하는 바는 협상론적 관점에서 한국의 에너지안보 외교 전략의 SWOT분석이다. 이러한 분석을 통해 미래 한국의 에너지안보 외교는 포괄안보의 개념으로 접근해야 하며 에너지가 국가 경제기반과 군사력의 핵심 사안이라는 점을 염두에 두고 진행되어야 하겠지만 이와 더불어 에너지안보 외교 차원에서 후발 주자인 한국의 현실(자본과 기술 등 다양한 측면에서 경쟁자들에 뒤쳐져 있는 것이 사실임)을 인식하고 한국의 장점을 극대화하고 에너지 산업 자체뿐만 아니라 사회 인프라와 연계하는 일종의 ‘패키지형 접근’ 전략을 활용하는 것이 필요하다고 강조하고 있다.
This thesis is strongly involved in a policy suggestion for resource diplomacy and energy security in Korea in the near future. This thesis also explains the relationship between international politics and energy security and regards the concept of energy security as a comprehensive security. In addition it is also argued that the Korean energy diplomacy should consider the negotiation dimension to improve the security strategy. Considering this basic mind, this thesis tried to find out the current Korean ways of energy security and its strategy and discovered the SWOT. Finally, this thesis strongly suggests 'a package approach' which includes social infrastructure development with other countries, as new strategy to improve energy security and resource diplomacy. This policy suggestion is quite useful one to maximizing the current advantages of Korean industry internally and linked it to the packaged one externally, such as technology of SOC and its connection to security strategy.
