이 글은 통일교육이 남북한 사회통합의 현안에 대해서 관심을 기울일 필요성이 있음을 강조하고자 한다. 여전히 통일교육은 통일의 정당성을 교육함으로써, 시민들의 통일의식을 고양시키는 데 기본적인 목적이 있다. 따라서 통일교육은 북한이탈주민의 증가와 함께 한국사회의 주요한 이슈가 되고 있는 남북한 사회통합의 내용을 포함시킬 필요가 있다. 북한이탈주민은 북한체제를 벗어나 남한의 체제와 생활세계에 편입한 사람들이다. 이들에 대한 사회통합은 체제수준과 생활세계 수준에서 진행되고 있다. 그런데 남북한 사회통합은 두 수준 모두에서 중요한 문제에 직면해 있다. 체제수준에서의 북한이탈주민에 대한 정착지원은 한국의 노동시장과 학교에서 적응하지 못하는 북한이탈주민들에게 크게 도움을 주지 못하고 있다. 또한 생활세계 안에서는 남북한 사람들 간에 오해와 불신, 반목과 갈등이 발생하고 있다. 이러한 문제들을 극복하기 위해 통일교육은 ‘남북한 상호이해교육’을 포괄하여 확대·발전될 필요성이 있다. 통일교육은 남북한 사람들이 서로를 이해하고, 차이를 존중할 수 있도록 대화와 교류의 기회를 만들어주는 ‘공론의 장’이 되어야 한다. 통일교육의 이러한 변화는 미래 한반도의 통일이 ‘사람’ 중심의 통일이 되는 데에 기여하게 될 것이다.
This paper emphasizes that unification education have to focus on the current issues of Inter-Korean social integration. Still, the purpose of unification education is to make the citizen improve perception of unification, by which the citizens are educated on the legitimacy of Korean unification. But it need that unification education include the contents about the social integration between North-South Koreans. Because the social integration becomes the hot issue in the Korean-Society as the North-Koran refugees increase. The North-Koreans transferred to the South Korean system and life-world after escaping from the North-Korean System. The social integration of North-Korean refugees is driven at two levels, system and life-world in the South-Korea society. But the Inter-Korean social integration faces the serious problems at two level. The settlement service for North-Korean defectors do not help the people who did not adapt to the Korean labor-market and schools at the system-level. There are misunderstanding, distrust, antagonism and conflicts between South-Koreans and North-Korean defectors within life-world. Unification Education need to expand and develop, including ‘the education of mutual understanding of Inter-Koreans in oder to overcome these problems. Unification Education have to be the public sphere(Öffentlichkeit) to make opportunities of dialogue and mutual exchange which the North-South Koreans can understand each other and respect the difference between Inter-Koreans. This change of unification contributes that Korean unification will become humanistic unification in the future.
