정부는 참여정부 출범시부터 제도개선 시스템을 만들어 시행하여 왔다. 제도개선이란 일반국민들이 민원을 제기하였으나 불합리하거나 시대에 뒤진 규정이나 법 때문에 처리되지 않는 경우에 바로 이 제도를 개선하도록 하는 것이다. 제도개선 수요는 민원외에도 국민제안을 기본으로 하고 각종 행정과정 또는 사각지대에서 도출하고 있다. 이 글은 2004년도에 정부가 운영해온 제도개선 시스템을 점검하여 이 제도의 발전 가능성과 문제점을 점검하였다. 그 결과 제도개선 시스템은 국민참여의 핵심과정임을 확인할 수 있었다. 또한, 제도개선을 추진한 자료들에 대한 분석을 통하여 제도의 정착 가능성은 충분하나 몇가지 개선점을 발견하였다. 특히 국민제안과 민원에서부터 제도개선으로 연결하는 장치가 더욱 발전될 필요가 있었다. 국민과 정부와 국민이 이 제도의 운영에 관심을 가진다면 행정에의 국민참여는 보다 제도화될 것이다.


Korean Government has adopted the administrative system of‘systems improvement in the administrative process’since the beginning of this Participatory Government from 2003. If a citizen has a civil petition for some administrative problems which are unreasonable, and ask for the resolution of them, government has to improve the laws or regulations without hesitation through an administrative resolving the system. It might abolish or revise the specific clauses of them. The needs of system improvement usually arise from the people's direct proposals to amend the laws, civil resentments, public grievances or civil officers' ideas in their daily work. They also can be found in the alienated areas from the community. This article focuses on evaluation of this system by analysing the 2004 year's cases. The finding shows that the possibility of this system development in the future is clear and evident. However, We also find that there are some factors for the officers to consider to make stable development of this system. Especially, the natural connection from the people's proposals or petitions to the system improvement is essential for the institutionalization of this system. Not only government officials but civilians have to concern the situation of this system to have an efficient participatory democracy.
