본 연구는 지방정부 정책결정자의 행정이념과 지방정부 혁신에 대한 태도의 관련성을 밝히는데 목적이 있다. 이때 행정이념은 동기부여의 동인으로 작용하는 가치로서 혁신에 대한 지지도에 영향을 미칠 것이다. 단체장, 지방의회의장, 부단체장을 대상으로 설문지법에 의해 분석한 결과, 지방정부 정책결정자들이 정책결정 시 가장 우선적으로 고려하는 행정이념은 능률성이었다. 또한 행정적 통제, 직접적 민주주의, 신공공관리적 개혁으로 세분화한 혁신에 대한 지지를 분석한 결과 민주 성향을 띤 정책결정자의 혁신에 대한 지지 정도가 가장 높게 나타났다. 이를 통해 지방정부 혁신의 차원에서 본다면 행정이념의 혁신 역량으로서 역할을 할 수 있음을 알 수 있다.
The main purpose of this study is to determine the relationship between local government decision-maker's administrative ideology and attitude toward innovation. We focus on administrative ideology as values related to motivating forces, which thus have influences on the support to innovation. The results show that efficiency was the administrative ideology most pursued by those decision makers of local government surveyed with questionnaire. In the analysis of local governments' support to innovation which was subdivided into administrative control, direct democracy, and reformation of New Public Management, and the effects of administrative ideology on those innovation, the decision makers who put primary consideration on democracy showed generally higher support to innovation. The findings demonstrate that decision makers' administrative ideology the requirements for innovation of local governments can act as crucial innovative competency.
