1991년 지방자치제도의 부활과 함께 지역주민들의 ‘삶에 질‘에 대한 개선요구가 복지욕구로 강하게 표출되기 시작하였다. 이러한 지역주민들의 복지개선요구는 지금까지 적용해온 정치사회경제요인 만으로 지역주민들의 복지개선요구를 해결하는 것은 한계가 있다. 게다가 지역주민들이 요구하는 복지개선요구가 관철 될 수 있는 이유는 자치단체장의 선출에 결정적인 영향을 미치기 때문이다. 그러므로 지역주민들의 복지개선요구를 충족하기 위해서는 복지정책결정요인을 다양하게 선택해야할 필요성이 있다. 이 시기에 복지정책결정요인을 다양하게 연구함으로써 지역주민들의 복지서비스개선요구를 폭넓게 수용할 수 있을 것으로 판단된다. 따라서 본 연구는 복지정책요인을 정치사회적, 경제적 요인에만 한정하지 않고 정책결정참여자들의 행태적, 제도적 요인 등을 추가하여 연구함으로써 지역주민들에게 다양한 복지개선요구에 다가갈 수 있을 것으로 판단되며 자치단체의 복지정책결정에 도움이 되고자 한다.

The policy -making social welfare governance is new citizen demands mean. it is information, intelligence, convenience that to many people in local governance. these qualities are necessary for successful living in the global community. local autonomy governance in developing do not provide even basic, the policy-making welfare services related such as politics, socially, economic, factors. The research procedures are divided into the four steps. the first step is to review the policy response concerning to the policy-making welfare politics socially. the second one is to search out what's the diagnosis of present phenomena and past trends of economic situation with of welfare policy factors. the third is to conduct both a field research on local institutional system and an empirical survey on casual factors of potential social problems. finally the forth steps is to find problems when ensuring behavior factors welfare policy diagnosis and design some welfare policy prescription.
