이번 연구는 사회적 갈등이슈인 반값등록금에 관한 언론의 보도가 실제 정부의 정책의제설정에 과연 어느 정도 영향을 미치었는가를 짚어보기 위한 것이다. 이를 위해 조선 중앙 한겨레 3개 주요 일간지를 중심으로 보도건수와 내용을 분석하였으며, 등록금정책 관련 정부부처와 교수, 학생, 학부모 등을 대상으로 한 설문조사를 통해 분석해 보았다. 연구에서 살펴 본 바와 같이 반값등록금과 관련한 주요 언론의 보도는 사회적 이슈로서 충분히 타당한 문제제기임에도 불구하고 보도주제 선정 등에서 포퓰리즘적 접근, 여론몰이식 보도, 취재의 공정성과 타당성이라는 측면에서는 선정적이고 본질에서 벗어난 표피적인 문제에 치중하여 공정성과 타당성 면에서 다소 부족하였음이 드러났다. 그럼에도 불구하고 언론3사의 보도로 반값등록금 정책의 이슈제기와 의제설정에는 어느 정도 영향을 미칠 것이라는 긍정적인 면과 이번 보도를 통해 대학구조조정과 부실대학처리의 당위성 등에 대해서 국민적 공감대를 형성했다는 데에 의미가 있다고 할 수 있다. 언론의 올바른 보도기능을 하기위해서는 어떠한 경우에도 보도에 있어 객관적이고 공정한 태도를 유지해야 하며 사회적 이슈에 대한 보다 전문적이고 책임 있는 보도자세가 필요하고 다양성 존중과 사회갈등적 이슈의 ‘공론장’이 되어야 언론의 정책의제설정 기능을 다 할 수 있다는 것도 강조했다.
This study is aimed to address whether press reports on half tuition which is a social issue had fairness and validity, influenced the policy agenda setting of the government. For this aim, the three main daily newspapers such as Chosun, JungAng and Hankyoreh would be analysis objects and the survey of the government ministry related to tuition fee, professors, college students and parents was also analyzed. In the recent major media reports, press and the attitude is somewhat different topic but take populism approach, yellow journalism and out-focusing from right direction about half tuition policy agenda. On the other hand, these press play significant role in making agenda setting and policy-making process of restructuring and insolvency at the University College processing the formation of national consensus about solving the problems. For the right direction to report, it is emphasized that media is needed to keep the objective and fair stance and more professional and responsible attitude on social issues, and it could serve as the agenda setting when it becomes the social sphere of the social conflict debate which respects diversity.
