The “Creative economy” has been the keyword since the inauguration of President Park, Geun-Hye. Recently, the government and civilian experts have been proposing various ideas and theories concerning creative economy. This study would like to offer an innovative method regarding creative economy. The study is based upon policy studies involving marine technology, and includes actual applications. The Ministry of Ocean and Fisheries hopes to nurture marine industries in order to fulfill a creative economy, and also focuses on training and educating industrial talents to attain that goal. However, what we need most is a collaborative governance. Although the Ministry of Ocean and Fisheries is the leading agency on the construction of Korea's maritime power, we still need more marine technology and the help of scientific institutions. Government ministries and agencies should get more involved and share the available resources by having a open and cooperative mind. The administration needs to promote short-term strategy and systems that can have a social impact. This will also lead to inducing support from the public. In addition we need policies that can spread success cases and boost confidence among the members. Thus, in order to promote a creative economy, we need a prominent example of a creative economy along with a short-term strategic goal. Opening, sharing and the creative usage of marine technology will surely be the core engine in achieving a successful creative economy under the Park Geun-Hye administration.
