A Study on the Issues and the Regulation System of Election New Reports

2012년은 “선거의 해”로 기록될 만큼 선거는 한 해 내내 시민들의 삶의 일부가 되어버렸다. 그만큼 선거는 시민들의 일상과 정치사회적 삶의 간극을 메우는 중요한 매개 이벤트의 역할을 한다. 선거가 이런 역할을 제대로 할 수 있도록 돕는 것이 바로 언론보도이다. 그만큼 언론보도가 선거에서 갖는 위상과 역할은 무시할 수 없는 중요성을 갖는다. 그러나 인터넷과 소셜미디어 등 뉴미디어의 급속한 발전과 정치사회적 선거 환경의 변화는 우리의 선거보도 심의제도에도 변화의 필요성이 있다는 목소리를 높이고 있고, 그 논의 역시 상당히 구체적으로 진전되고 있다. 본 논문은 이러한 배경 속에서 현행 국내 선거보도 심의제도의 쟁점을 구체적으로 살펴보고, 이를 토대로 앞으로 어떠한 방향으로 개선되어야 하는지를 살펴보았다. 구체적으로는 규범적 이상성, 제도적 안정성, 선거 맥락성, 정치적 중립성, 법률적 실효성, 균형적 수혜성 등의 원칙을 토대로 전문가들에게 심층인터뷰를 실시하여 국내 선거보도 심의제도에서 어떠한 원칙이 중요한가를 묻고, 구체적인 개선 방향에 대해 질문하였다. 그 결과, 6가지 선거보도심의제도 개선 원칙 가운데 전문가들은 정치적 중립성과 제도적 안정성, 법률적 실효성 등을 다른 원칙들에 비해 상대적으로 중요하게 생각하고 있었다. 그리고 개선방안으로는 중앙선거관리위원회를 중심으로 제도를 개선하는 것이 가장 적절한 것으로 지적하였다.

The purpose of this study was to suggest about the issues and the regulation system of domestic election new reports. As new media technologies transformed swiftly and widely public communication structure, the public opinion process in major election campaign was seriously affected by the changes. Especially, multiple regulation system on the election news reports raised various issues such as waste and inefficiency in organizations in charge of post-review of news reports. This study begins to focus on the improvement of the systems with this critical mind. We introduced six principles to assess the various means, which deal with regulation systems. They are as follows. 1) normative goal, 2) system stability, 3) election context, 4) neutrality, 5) legal effectiveness, 6) balanced benefit. Experts emphasized the neutrality, system stability, legal effectiveness in a paper depth-interview and preferred the national election commission-centric improvement of regulation system.
