Youth Unemployment and Role of the Church

본 논문의 목적은 교회가 청년 인력의 공급과 수요를 매개할 수 있는 시장 참여자로서의 기능을 제안하는 것이다. 청년 실업 문제는 심각성을 더해가고 있다. 공공 실업대책의 실효성을 제고하기 위해서는 민간부문의 공조 역할이 중요하다. 하지만 기업의 자발적인 참여를 기대하기는 어렵다. 이에 따라 개별 고용자와 근로자의 연계망을 자발적으로 강화시킬 수 있는 민간부문의 제3자적 노력이 주효할 것으로 판단한다. 교회는 노동력 공급자와 수요자 풀을 확보하고 있으므로 양질의 노동력 제공과 일자리 창출의 여건을 갖추고 있다. 교회는 구성원들에게 일할 권리와 의무를 가르치는 동시에 일할 수 있는 기반을 제공하기 위한 노력도 병행해야 한다. 교회가 노동시장에 참여하기 위해서는 먼저 기독교인 기업이 일자리 창출에 적극적으로 참여하려는 의식 전환이 요구되며, 근로자로서도 일자리 나눔에 대한 인식 전환이 필요하다. 교회 연합체는 敎産 협력 체계를 강화하여 기독교인 기업과 개인을 연계시킴으로써(networking) 가칭 ‘청년고용지원센터’를 운영하고 청년 근로자의 경력과 근로 체험의 기회를 효율적으로 확대할 수 있을 것이다. 궁극적으로 교회는 청년층 선교를 위한 새로운 모델을 개발해 나아갈 수 있을 것이다.

The study aims to suggest a desirable role of the church as an intermediator between the youth labour supply and its demand in the market. The youth unemployment problem becomes more and more serious. The cooperative activities in the private sector are important to make an efficiency of the public unemployment measures. But it's not simple to attract the voluntary participation of the firms. Accordingly, it's worth to reinforce the voluntary network between the individual employer and the labourer by means of the tertiary intermediator in the private sector. As the general church contains an immense pool of the labour supplier and demander, it has a good condition to offer the qualified labourers and jobs. The church should teach the members to fulfill their rights and obligations and, at the same time, should make an effort to provide them a foundation for their job activities. In order to participate in the labour market, it needs at first the changing mind by which a christian businessman and a christian labourer are willing to take place in the job offering and the job sharing programs. By networking and reinforcing the church-firm cooperation, the church unions could organize so called 'Youth Employment Supporting Center' and extend effectively the opportunities that the youth would have more labour experiences and career. Finally, the church could develop this center as a new mission model for the youth.
