매니페스토 정책선거는 정치후보자들이 제시한 선거공약을 비교하여 바른 정치후보자를 선별한다. 매니페스토 정책선거는 후보자간 공약비교 및 평가를 통해 마땅한 정치후보자를 식별하게 하여 흑색선전과 허위사실 유포 등의 기존 선거문화풍토를 개선한다. 정책선거지향의 노력들은 후보자의 선거공약의 내용과 형식을 바르게 담보하고 정치적 약속에 대한 정치적 행정적 책임과 성과를 통제함으로써 바람직한 민주정치 실현에 기여한다. 이 연구는 2008년 제18대 국회의원 선거에서 나타난 매니페스토 정책선거의 의의와 전개정도를 살펴보고 선거문화전환의 방향성을 모색한다.
Manifesto Policy Election selects an appropriate political candidate by comparing election promises provided by each political candidate. Manifesto Policy Election ameliorates the existed electoral culture of any false propaganda by selecting an appropriate political candidate through evaluating comparison of election promises between the candidates. Manifesto Policy Election Movement helps a candidate to develop political commitments that contain proper contents and formats. Candidates cannot criticize each other and cannot exaggerate propaganda since voters compare the differences of the provided election promises from the candidates. Therefore, Manifesto Policy Election Movement provides political responsibility to the political candidates and actualizes a desirable democratic politics. This paper examines the status of electoral custom appeared on the 18th Congressman Election in 2008, and the paper searches for the right direction of electoral custom diversion.
