본 연구는 학교시설 BTL사업의 현황과 방안, 평가, 사업제안서 등을 살펴보고 학교시설 BTL사업의 사업자선정 시 교육청 공무원들이 중요하게 다루어야할 요인들이 무엇인지에 대한 결과를 도출하는 데 그 목적이 있다. 선행연구에서 제시한 문항을 기초로 한 설문서를 서울시 및 경기도 교육청 BTL 담당 공무원 94명에게 BTL 사업제안서 평가항목 및 세부 배점기준을 직접 기입하게 하여 구체적으로 평가해야하는 항목과 학교시설 BTL사업에 관한 일반적인 사항을 살펴보았다. 또한 학교시설 BTL사업의 사업자선정 시 중요하게 고려해야 할 항목으로 20개 문항을 선정하여, 요인분석과 단계별 회귀분석을 함으로써 설명력의 증가분을 검토하였다. 이렇게 함으로써 학교시설 BTL사업에서 주요 항목을 더욱 구체화하여 중요하게 다루어야할 평가요인을 제시할 수 있을 것이다.
This study covers the current ststus of BTL in relation with school projects and its reviews and business proposals. Hence, it aims at finding the important factors when city education officers dealing with the selection of BTL partners. In order to carry out this study, a set of questionnaires was prepared, which includes specific questions presented at the pre-studies. The questionnaires of evaluation factors and assessment standards are directly input by 94 public officers in charge of BTL projects in Seoul and Gyeonggi Province. In addition to these, 20 questions are prepared, which are considered as key factors when selecting BTL school project. These are analyzed by regression and factor analysis to support the foregoing result. By doing so, in the business of school facilities BTL key items to further refine the important evaluation factors must be present.
