공공 거버넌스 실현의 방법론으로서 공공기관은 행정기관과 일정하게 연계되어 있다. 공공 거버넌스의 관점에서 공공기관의 위상을 재정립하는 것은 매우 중요한 일이다. 이와 관련하여 공공기관은 공공 거버넌스 관리의 중심적 역할을 수행하기 위한 수단으로서 자리매김하였다. 특히 로컬 공공 거버넌스의 대두는 지방 공공기관의 책임성 문제를 제기하는데 책임성을 확인하기 위한 분석을 위해서는 미션과 조직구조의 파악이 중요하다. 분석결과 시설관리공단은 미션의 재정립과 조직구조의 재설계가 필요한 것으로 나타났다. 나아가 본 연구는 공공성의 유지, 지속적 구조조정, 지역사회 센터로서의 역할 강화 등 다른 공공기관에 대해서도 적지 않은 함의를 주고 있다.
The purpose of this article is to reestablish the status of public institution in view of public governance. In Korea, public institutions are fulfilling their own roles about new public management. Especially, the rise of local public governance brings up accountability problem of local public institutions. The careful understanding on the mission and organization structure is necessary for the affirmation of accountability of local public institutions. It is detected that the reestablishment of the mission and the redesign of organization structure is essential for the development of Facilities Management Corporation. Furthermore this study gives some implications about publicness maintenance, structure adjustment of whole public institutions, and augmentation of the role as a community center.
