문화체육관광부 소관 기타공공기관장･단체장 경영평가는 기관장 경영계획서 이행실적평가를 통해 이루어지는 것으로 2010년부터 시작하여 올해가 5년째로 경영평가를 통해 기관의 업무개선을 유도하고 기관장의 책임경영 확보하여 기관 경영합리화 및 투명성 제고하고 궁극적으로는 대국민 서비스 제고 유도하기 위한 목적으로 실시되었다. 본 논문의 주요내용은 먼저, 이제까지 이루어진 경영평가의 추진과정 및 평가내용들을 소개하고, 올해 이루어진 경영평가에서 주요한 변화내용을 분석하여 제시하였다. 둘째, 올해 이루어진 문화체육관광부 소관 기타공공기관장･단체장의 경영평가를 대상으로 경영평가결과 및 논의 등을 제시하였다. 마지막으로, 경영평가결과에서 나타난 시사점 및 발전방향 등을 제시하였다. 2013년도 경영실적에 대한 평가 결과를 보면 2012년도 평가결과와 비교하여 전반적으로 경영실적이 상승한 것으로 나타났다. 2012년도의 경우 양호 이상의 등급을 기록한 기관이 전체의 44.4%인 반면, 2013년도에는 72%로 나타나서 전반적으로 긍정적인 평가가 크게 증가하였다고 할 수 있다. 특히 아주 미흡한 것으로 평가되는 기관이 대폭 감소한 것은 매우 긍정적으로 평가할 수 있다. 이와 같은 결과는 전년도 평가에서 지적되었던 사항들이 대부분 해소되었고, 경영실적을 제고하기 위한 기관의 노력이 적극적으로 이루어진 결과라고 할 수 있다.
The management evaluation of extra public institute and organization head controled by Ministry of Culture, Sports and Tourism does by performance outcome evaluation of management plan. The purpose of the management evaluation was to guide working task improvement of institute through management evaluation, ensure responsibility management of head, revise management rationalization and clearness, and finally improve service for people beginning from 2010. The main contents of the article introduced first the processes and evaluation contents of the management evaluation and analyzed and provided main changed contents of the management evaluation in 2014. Second, using the management evaluation of extra public institute and organization head controled by Ministry of Culture, Sports and Tourism management evaluation in 2014, the article provided the results of the management evaluation and discussions. Finally, the article provided suggestions and direction of development indicated in the results. The results showed that the evaluation results of management outcomes in 2013 totally improved the outcomes compared with evaluation results in 2012. 44.4% of the evaluated institutes gained ‘over good’ grade in 2012. However, 72% of the evaluated institutes gained ‘over good’ grade in 2013 which means that positive evaluation highly increased. In particular, the institutes gained ‘so bad’ grade highly decreased which means positive signal. These results indicate that things pointed in evaluation in 2012 mostly were solved and the efforts of institutes for improving management outcomes were actively performed.
