바우처라는 제도는 전통적인 복지지원서비스에 소비자의 선택과 공급자의 경쟁을 가져오기 위한 정책도구이다. 보육바우처 역시 보육시설에 대한 소비자의 선택과 공급자의 경쟁을 유도하여 보육서비스의 질을 높이기 위해 도입되었다. 그러나 최근의 보육시설내 불미스러운 사건들은 보육바우처가 제 기능을 다하는지에 대한 의문을 가져오게 한다. 이 연구는 보육바우처의 도입에 대한 소비자들의 인식이 보육시설의 질적인 개선과 소비자들의 만족도에 어떤 영향을 미치는지 분석해 보았다. 소비자들이 가지는 보육바우처에 대한 이해도가 보육시설의 질적인 수준에 대한 인식이나 만족도에 큰 영향을 주는 것으로 나타났다. 보육바우처가 가지는 기본적인 성격에 대한 소비자의 이해를 높이는 것이 보육바우처제도의 성공을 위해서 중요하다.


This study is to evaluate consumers’ perception of the childcare vouchers called "Aisarang Card” which was introduced in 2009. Voucher is a policy tool for enhancing the effectiveness and efficiency of social services based by encouraging competition between suppliers and choice for consumers. Therefore, the consumers’ perception of the voucher system may be an good indicator to determine the success. Despite the introduction of childcare vouchers the nursery has experienced unsavory incidents such as the abuse of children until recently. The incidents show that “choice and competition” of the voucher has not worked out as expected. Previous studies have addressed the childcare vouchers mainly from the perspective of the operating system. However, perception and satisfaction of users with childcare voucher also has serious impact on the success of the program. Therefore, this study has its significance in that it analyzes the effectiveness of the scheme by examining the parents’ perception of understanding, satisfaction, and service quality for childcare vouchers. The study selected 10 districts in Seoul where the first demonstration project was held before. Questionnaires were distributed to 450 parents and 172 valid questionnaires were collected. The research study showed that 68% of respondents did not feel that it became easier to choose the desired daycare center even after introduction of childcare voucher. In addition, more than 80% of respondents replied that there had not much change in competition between childcare facilities. The reason is that parents compete each other to choose better daycare center because of lack of childcare facilities. According to this study, parents’ understanding of the voucher and cometition between facilities had significant impact on parents’ perception of the quality of the service. However understanding of the childcare voucher had negatively affect parents’ perception of the quality of the service. Satisfaction is significantly affected by the understanding, selectivity of parents and competition between facilities. Understanding of voucher affected satisfaction negatively. As parents understand the childcare voucher better they become cynical to the program.
